that's crap
I flew with a "lock up/momentary down" flap switch for over a year. Worked
great.  I got it at a local electronics surplus store.  But I finally
changed it for a momentary switch because it was disconcerting, and
possibly dangerous in case of a go around.  I want to be able to "milk" the
flaps up.
