Rob,
In my case, the top portion of the 3-bid lip simply peeled off. My fix was to apply a mix of Hysol structural adhesive and flox, same mix used in sealing the wing skins. I then clamped the lip and the spar together for 24 hours. Hysol will ooze towards the gap where the seat pan locks in, so careful removal of the excess hysol will be necessary using mixing sticks. I believe that this bond will last and be able to sustain the forces exerted from the seat pans.
