Don,
It's not the valve. Mine is a new swageloc good to 3000 psi and it is not leaking.
It acts more like the pressure switch is not functioning properly and it will "jitter" for a few seconds.
Gear down pressure looks good at 800 or so and does not change..
I am going to replace the down switch and see if it goes away..

If the pump is cycling and you can’t find a visible leak, it usually the dump valve.  They don’t last very long.  I am on my third one already (1600 hours).
