Yes it's true-- I discovered a IVP built  without removing ANY of the peelply. I discovered it during a invited inspection visit. The airplane was built (for the owner)  by a Apartment building superintendent  from Mexico who could not read or write. He had had several EAA chapter members come- help--. They instigated a call from the FBO where final assembly paint and upholstery was taking place to come look at it. As there were NO pictures in the manual that demonstrated the process of how to remove the peelply-- he sanded the shiny off the peelply and glued to it. That bonded the shearwebs enough to support the weight of the wings on the ground.
 
 
Lancair offered him a replacement kit at rock bottom cost-- he took them up on it-- but his wife passed and he gave the project up and never consumated the deal.
 
   The fuselage ended up in a display module for Dr Green to demonstrate the ArchAngel MFD display at Airshows. Namely OSH.

P.S. How would you break the news to the owner? I laid it out for him and he responded calmly.

We've all heard the story of a Lancair or Glasair being assembled without the peel-ply being removed.  Does anyone know first-hand if this story is really true?

So far the best suggestion that I have heard is to contact the local EAA Tech Counselor if the builder will not listen to you.  That was a good idea and I should have done that.

I suppose that, as a last resort, one might also try contacting the kit manufacturer.  They certainly have a vested interest in their airplanes not crashing.  Any thoughts on this one?
