No, IMHO the rudder system works just fine without it. Adding the gears only accomplishes the following:  when you are on the ground (no air flow over rudder) when you step on left rudder pedal the right rudder pedal wll move in opposite direction. This appliance is:

1. not necessary
2. adds weight
3. can potentially jam the rudder if FOD gets caught in the gear
