I should have included the fact that I'm looking for examples involving municipally owned, tower controlled airports like (BVY) which have accepted federal funds over the years. In this case, the contract tower chief controller is trying hard to prevent vehicles from using taxiways under any condition.
What BVY is trying to achieve is dual use of one or more taxiways without placing future federal funding in jeopardy.
