All the answers you want are in Builder's Manual Supplement E, wing tip extensions. You may need to ask Lancair for a copy.  I have one but it is heavily marked up but in a pinch I could have it copied and sent to you.  Do not be put off by the title about wing tip extensions it has the extra tank details as well.
 
Make certain that the connection pipes you put in are as big as you can get them as you fill the inboard tank from the outboard.  Mine are a little too small and it takes a little while for the levels to equalize.
 
No one way valves are required.
 
Somewhere in the manual it tells you what to do about the nuts for the bellcrank bracket.  I am almost certain that you have to cover them with BID and tank sealer after you have installed the bracket and tightened up the bolts.  I cannot remember exactly but I believe the nuts are anchor nuts and I am certain I mounted them on a piece of aluminum and then glassed that into the rib.  Go the extra mile in ensuring it is gas tight, if it leaks you will be sorry...very sorry!
 
You should also give serious consideration to fitting a slosh door assembly in each wing if you have not already done so.
