Your second question said that your Lycoming had been reworked and that it was now "Only an experimental engine".  It's my understanding that regardless of what engine you put in an experimental, it becomes an experimental engine. So you, as the builder, can rebuild it, tweek it, whatever and you're golden.  Others probably have some more insight on this.
