Ah, just what you did, Don.  Pour light oil or automatic transmission fluid (approx 1/2 cup) into the offending rotor housing through the spark plug hole, put the plug back in and crank it.  The oil will seal the seals better and get the pressure behind them to build up and hopefully loosen them.
 
But, I would think that once they have broken free that shouldn't be necessary to repeat.  So you may find the seal does not move when prodded.  In that case, it could mean it is stuck OR it could mean the spring underneath it has collapse (not a common occurrence, but it has happened).
