NO! Gracious, no.
I was thinking out in the middle of a concrete driveway, or a dirt lot. Away from anything valuable or flammable.
My concern would be that the powder wouldn't flow down the tube, or that it would all blow out the first hole or two. I wouldn't be concerned much about the airflow provided stuff comes out the tube in the general area. Close counts in horseshoes, hand grenades, and now fire extinquishers.
I think your idea is a good one. I have an old, kitchen type extinquisher, that I keep with my welding equipment. It's about time to replace it, so it is a prime candidate for such a test.
