There used to be a product called "Explosafe" which was an aluminum material -- some sort of shredded aluminum or thick aluminum wool or something like that -- which did exactly what you described. It kept gasoline from being splashed around in a crash. It would still let the gas out, just not all at once.
Don't know if it is still available (a web search maybe?) but I thought Aircraft Spruce carried it in the old days. Maybe someone there knows about it.
