If your alternate supplier cuts the new threads rather than rolling them (a
form of forging to eliminate thread root stress risers), the strength of
your shortened bolts is very suspect, particularly in tension. Look into the
manufacturing methods used to produce high-strength aircraft fasteners and
you will not consider cut and rethreaded bolts for such a critical
application as wing attachment.
