My understanding is that Continental does not recommend going below 2300 on that engine.  Seems like I recall there is a concern with counterbalance weights coming loose.  But, I cant see that explaining why the issue would disappear for 200 hours.  

Whoever suggested checking for contact points with the cowl may be on to something.  Been there. Done that. And it did get worse at lower RPM. But I did not tree on it until I had my prop balanced and they said they did not have to adjust it because it was the most perfectly balanced prop they had seen.    Checking the motor mount attachment bolts for looseness is also a good idea. Sounds like the person has been very thorough checking everything else.
