I hope I haven't really embarrassed myself by sending this mag back to the shop. My Fluke 87-V meter definitely has the capability to discriminate between 0.7 ohms and 0.0 ohms, so I should have been more careful and written down the exact reading. I'll check the right mag this morning and see what it reads.

Don't forget that the P-lead is almost shorted to ground all the time.  When the points are closed it is shorted and when the points are open the resistance is something like 0.7 ohms.  Easy to misinterpret that as being "shorted."  That might be your problem.  If the mechanic timed the mag with a buzzer, it shows the mag was certainly good.
