I was the Chairman of the Regulations Committee of an International Organization for several years. During that period of time, several members kept pushing us to make changes to the regulations to require the incorporation of safety equipment into the aircraft. To accomplish such changes, even if the required cost/benefit analysis would support such changes, would take in excess of 10 years. In a public meeting, they again were pushing me for changes, and I had had my fill. My reaction was, IF they really wanted these changes, write them into their contracts. The companies are household names you would all recognize and within a couple of years, the safety equipment was incorporated into all their contracts. so it is possible to make changes without bringing in the Authorities. For those of us who want insurance, there would be minimal problem with putting the initial and recurrent training requirements into our insurance packages. This would improve our training and help reduce the accident rate. Be advised, as the regulations are currently written and interpeeted, the initial training requirement is almost impossible to get on a newly licensed experimental aircraft.
