Rob, don't worry about grounding the header tank.
You'll never need to remove the filler cap since all fuel enters by way of the transfer pumps.
As for the wing tanks, keep a damp cloth in a sealed bag in the cockpit and wipe the fuel nozzle and area around the wing fill opening to reduce static buildup before filling.
