The 235 airframe has -8 degrees reflex as indicated in the builders manual.  That equates to a measurement of 1.75 inches above the fuselage fillet at the inboard end of the flap.  In flight the flaps flex up another -3 degrees.
 
On the down flap position the builders manual indicates a maximum of 23 degrees or 4.25 inches.  In flight, as a result of flex and air pressure, they are at 20 degrees.
