I had a Mooney with ram air. The poh said to turn it off when in visible moisture. I don't recall if it also said in freezing conditions but I think it did. I always shut mine off if I am going into clouds and it is cold.

I just finished my HPAT initial training in my newly purchased Legacy. The instructor taught me that I could turn on the ram air anytime I was well clear of the ground (at least a few thousand feet). The second guideline was based on whether I needed the additional power. For example, when starting a descent or slowing down the first thing I do is to close the ram air.

Other than during ground operations, are there any guidelines as to when it would be best to turn OFF the ram air on a Lancair 360?  This was one area that was lacking during my transition training, so I'm trying to fill the void of knowledge.
