Looked to me like the passes were over the airport. FWIW, we do that
every time we take off or land since the airport we fly out of sits
right in the middle of a city. Looked to me like the buildlings that
weren't on the airport were directly in the flight path. He also
posted they were hired and authorized to do so for the opening of an
event.
