Some Lancairs (Legacies?) have internal rudder control mechanisms that may be located low enough in the tail to be immersed in water if there is no drain.  There are individuals that have had the water get so deep it overflowed the rear bulkhead and soaked baggage and seating areas well forward.  Have you considered electrical connections along the floor?  It is fairly easy to correct the problem in a Lancair without multiple page of government gobbledy-gook.  Just drill a hole in the floor just aft of the bulkhead just forward of the elevator opening in the vertical stab.  If it seems too small, use a bigger drill.
