I think Jeff is probably right about the fuel system not being properly set up.  Or maybe the sticking aneroid on the fuel pump.  If you think about it, we shouldn't be touching any switches at 100 AGL.   Why would someone be turning on NAV lights at 100 AGL?  If anything maybe the gear and flaps.  In my ES I don't touch anything for a few hundred feet and then it's the flaps and then I bring back the RPM a little at 1,000 AGL.  Then the low boost gets turned off.  Then the landing light if I used it.  But I don't do anything but fly the airplane at 100 AGL.
