I made a very workable valve for my cabin air inlet out of a 4" plastic slide valve used to shut off sawdust collector vacuums, as sold by Builder's Square. They also sell larger ones I think.
Now in the Winter, I can shut off the cold Northern Illinois air by pulling on a cable attached to the slide valve.
I am thinking of electrifying it. It is fully adjustable for all different temperature ranges. It is injection molded, however, and my not stand up to engine temps. But, I saw a similar valve (for sewer shutoff) in an RV (rec vehicle) parts store that was more substantial which may work in inlet cooling plenums.
