The FSDO doc rule is a part of AC20-138A   it's all aircraft that fly in the IFR system.  I've done many of the paperwork FSDO hoop jumping for both experimental airplanes and certified birds, and just did one as recently as last week for a C182, so at least it was required a week ago.   There is nothing magical about getting the paperwork from the FSDO, and it's not necessary for an avionics shop to do it so don't let some shop tell you that they have to do it, and proceed to charge you a small fortune for it.  The important thing is to just follow the AC, and you should get the paperwork back from the FSDO in a couple of weeks.  Remember too that if you have an IFR GPS installed and don't have the paperwork back from the FSDO, you must have a placard stating that it is for VFR use only.  Sorry, Mr grayhawk dude, OTP is indeed VFR on top.  Ron Galbraith
