I haven’t seen a gear switch go bad, but that doesn’t mean they haven’t or can’t.  More likely, it is the gear down relay.  Check orientation of the relay (is it operating up/down or side-to-side) and mounting location.  Those relays should be mounted so the mechanism inside moves up/down.  If I remember correctly on your Legacy, they are on the engine side of the firewall.  Check for corrosion or replace.  Also check the crimp and connections to the relay and at the pump.  Also check connection at the gear switch itself.  The switch is easy to check on the ground with a volt meter.

 

My money is on the gear down relay.
