Ed,

I did a bit more research regarding your question and learned that the
simplest process involves mixing the sand with either motor oil or baby oil
to hold it together... when mixed correctly it should hold the form of your
hand when squeezed without falling apart or oozing out of your fingers.
Additionally you will want to use a very fine sand (ie, silica sand), and
not the coarse, pebbly beach sand that we're all so familiar with.  FWIW.
