An experimental needs to secure "permission"  from the country before visiting.  I am assuming that "permission" is  the same old visa we obtained from the (mexican ) consulate before sailing down there.

Somewhere around here I have a copy of the article that Don Goetz wrote about his trip to mexico.  I could try to locate it in case you havent read it.
