 RVSM is for FL290 to FL 410 and does not affect any other altitudes.   If you
 are non RVSM compliant you can climb or descend through these altitudes  but
 cannot level off.  The problem with that is that ATC will have a heck  of a
 time finding a hole for an aircraft to climb through  unrestricted.  No other
 altitudes are affected.  There are several  things that an aircraft must have
to
 comply with the RVSM regulations and the  pilots must attend a course that is
 good for several hours of sleep.
