I believe the reason this occurs is that propeller
governor failures are more common than engine failures
where the prop becomes uncontrollable. If a prop
governor malfunctions in flight, the preferable
configuration is high RPM. If a failed governor
always reulted in a low RMP prop configuration, that
might create more problems than it would solve.
