I finished an IV-P last year and it has a .3 degree
difference between the wings at the root as measured with the form board I built
from the blue print. It worried me to death but in fact has not been
noticable in flight. The aileron trim tab does want to be down some and it
just lives there with pleanty of remaining travel. I wouldn't mess with
the flaps. They want to be rigged to their up and down stops rather than
having any offset or split in the flap rigging.
