I personally feel uncomfortable with rotation speeds less than 80 knots.  65
kts is below stall speed.  You would only be airborne in ground effect at
that point.  In my opinion this would not be an optimal rotation speed as it
would leave you accelerating "behind the power curve" and not have optimal
effect.

I also feel very uncomfortable with approach speeds less than 100 kts in
turbulence.
