I'm sure mine was at least that amount.  I used a hysol/flox mixture to take up the space and then 4-bid of carbon in a u-shaped pattern on the underside of the cradle to lock it into place.  There has been much discussion on the incidence degree of the horizontal.  I asked just about anyone who would listen and Orin gave what I believe to be the best argument for keeping it where the factory suggests.  That was that elevator position varies depending on the aircraft CG and trim will not take it out (you and I may have discussed this by phone, if so forgive the redundancy).  Sometime the elevator is high in relation to the horizontal and sometime its low and 0.6 is a happy medium.
