As usual, someone will be more right than another based on "interpretation"
The FAR says "...each person who manufacturers an aircraft engine under a type or production certificate shall identify that engine,..."
What is the "type or production certificate" of an experimental engine? Not only for something like a supplier assembled engine, but also one where the aircraft builder (manufacturer) assembles the engine from a kit?
Are Experimental, Amateur Built aircraft covered under 21.182?

PS: Of course, the important information on an identification plate is the timing and horsepower information. The timing will be known, unless it is electronically modified (advanced) by flight conditions. The horsepower may not be known - even though that is important for propeller selection.
