Are you going to evaluate/train interested persons?
all the FAA requires is "prearranged" and no "passengers for hire"... kinda
an easy standard... no training or tests required... so to answer
your question directly: "its not required"
formation flying in airshows the government wants to protect the paying
public so they have three approved programs: FAST (warbirds), FFI (I have one) or Swift club's program. I don't think
they charge admission at the "fast glass" get together so
a "card" isn't required.
but to do this stuff safely there are a bunch of hand signs
and processes one goes through.. I included a link to the Grumman standards that you elected to cut out... Its up to us, the Lancair group to
come up with our own standards.. all civilian standards
are based on the T-34 standards. heck, here is the RV std:

step forward and we can work out our standards in the FAA
required pre flight briefing.. those of you with no wing time, email me and
