There is a real difference in "Pre Sagging".  you retain the spinner, front
cowling gap when you remove the top inserted washers after the mounts have
settled.  When you do it the other way by adding washer spacers to the lower
mounts you increase the spinner cowling gap by almost the amount of the
washer thickness.

Had I known this, I would have added spacers to the top to begin with.
