I have had several parts powder coated, and in all cases it was $25 - $40. Pretty cheap. The first time I lived near Cleveland and found a place via the yellow pages. They did production line stuff and I had to wait a couple of weeks until they have a job using the same color I wanted (white). The other times I lived in Lompoc, CA where there is a bicycle factory in town. They did it for me within a few days.
A normal part of powder coating is sandblasting first. I asked them NOT to do this to my parts -- landing gear legs and already-alodined control pushrods -- I have had no problems with faulty adhesion.
The powder coat does build up on the holes. At least this was the case for the epoxy powder coating I requested. You'll have to run a drill bit through predrilled holes after coating. Don't know how much it will build up around instrument holes, so I'd recommend sending them a test piece first. It might cost you an extra $40 for the test piece but it could save you from remanufacturing the panel.
