Flying air carrier airplanes with major parts not working is SOP as as long as it's allowed by the Feds. I've observed flights of 727's ferried with an engine out. Also gear down and not retractable. Of course all these combo's wouldn't be carried out at the same time because of single engine performance/terrain limits of the 727. Of course no passengers are allowed on these flights. The biggest risk of ferrying a IV with a window blown out, would be the noise and not clearly hearing the controller's clearances. For what it's worth.
