     c.   The carrying of passengers will not be permitted while the
aircraft is

restricted to the flight test area.  It is suggested that a tape
recorder, for

example, be used by the pilot for recording readings, etc.  Flight instruction

will not be allowed in the aircraft while in the flight test area.
