Cessna p/n S-2323-5 "clamp" is the drilled bolt.  It goes along with
an MS 21045L3 nut and an AN 960-10L washer on the C-172 Carb heat control arm of certain serial number 172's, notably
the "N" model and those around it.  I just looked it up in my parts book.  I have made the clamp from an AN3-short
length bolt and even had a drawing at one time to avoid the
$25 cost.  (First thread, # umpdy-ump drill).
It is a carb heat control only and must have the proper "flex"
built in from the cable clamp forward as it will break...  as
we know.  Overtorque and misalignment are the primary
culprits.  Nicks and scratches and an improperly terminated
cable sheild don't help.  It is a poor design that is cost driven
and requires 100 hr inspection.
Do something else and "fogetaboutit".   A&P's learn how to
adjust and tighten this monster after so many come-backs.
It is very hard  to get right the first time out of the box.
