Rick:

The vibration you are experiencing in an aileron could easily be a flutter sequence and should be corrected ASAP.  The fact that the vibration disappears when you load the aileron is another indication of flutter.
Keep in mind that if the "vibration" increases to the point where it disturbs the stiffness of the wing you have instant disaster.
