Well, after re-reading the MicroTech ECU manual, it appears that I had one
injector wired to the primary and the other to the secondary system.  I
suspect that to have been the problem, because when I re-wired the
"incorrect" injector, the engine started immediately, and had more RPM at
the same throttle setting than it did previously (wired as one primary and
one secondary). Also, on shut-down, both throttlebody holes just leaked a
couple of drops of fuel. (At least they were equal) .
Since I have no secondary injectors, those wires were not supposed to
be used.  I don't know exactly how the primaries and secodaries are
different, but it seems evident that they are.  Thanks to all who
contributed to my success in getting this thing to make noise.   Paul
