 I really wish I knew how much boost the 9.7 rotors would tolerate.  If 6 psi is safe, then I'd be tempted to just set the relief valve there, and try to adjust the throttle for 5 psi.   
I just asked my engine guy (Japtrix) this question. He feels that the engine (9.7 rotors) will be fully protected with a 6psi popoff valve and the stock wastegate.  He seems to think that manual wastegate control is unnecessary. He once drove an RX7 up a 12,000ft mountain in Peru. As they neared the top he felt the boost drop off. It came back as they came back down the other side.
