He bench tests the installations and ships them with coolant installed. I would guess he didn't want to pay for the Evans product and it didn't have anything to do with the need to flush. Also by the time you finish the installation and install the heater I would think everyone would drain the cooling system at least once and with the cheap stuff you don't have to be as careful about spills. We are draining ours for the first time this next weekend.

Yes he recommends it. He ships without it and says change to it after ground runs before first flight.

Thanks for the confirmation Chuck.  Does he just want the coolant flushed after the initial runs, and not want to waste the expensive Evan's?  Anyway, this is the largest aircraft usage of NPG short of Rotax. 
 
Maybe the question should be- who sells a liquid cooled aircraft engine and DOESN'T recommend NPG :-)
