The sensor should be lined up with the crank at 35 deg BTDC on #1 rotor.  TDC is when the flywheel end counterweight is positioned at 9:00. 
 
I don't think the procedure you mentioned below is correct.  Not sure where the engine would be in your procedure but it is 90 degrees from TDC in one direction or the other.

Can't get engine to run, have good spark, injectors are now working. I believe that the timing is off, don't have timing maks on pulley so did what the Mazda book said; install crank angle sensor with the marks lined up and with the ecentric shaft with the keyway at the top.
Got a couple puffs of smoke and couple backfires out the intake.  Any suggestions?
