I believe I paid about $5 a set for "all the seals" for the Mazda injector at O'Reily auto parts. However, the primary injectors turn easily in the port. Is this normal for them to spin or are they actually the wrong size?

The injector can turn pretty easily when it's in place.  The bottom of the injector, where it goes into the housing isn't much of a leak hazard, since there's no real pressure there.  I think it would be more likely to have air being sucked in past the o-ring than to have fuel leaking out.  Irritating, but not dangerous.  
 
The top seal is of course the biggie.  High pressure fuel is a significant hazard, but you can test that by turning the fuel pump on without cranking the engine.
