Hi Bill, I believe all filtration should be done before the fuel pumps.
One reason is that there is no high pressure applied to the filter and the
particulate matter is not pushed through the filter.
The other one is if there is water in the fuel, the electric pumps will beat
it into fine fuel/water emulsion that will pass easier through the filter
element.
