Yes, that is exactly what the rivets do, they take any peel load better than the bond adhesive. As such they act as a stop whenever there is some failure in the bond. Any void or separation in the bond can propagate along the bondline until it hits a fastener.
  My point regarding the installation of a pressure bulkhead using bonding rather than fasteners is that the fasteners will keep any damage or failure localized. A bond may have a small area of separation that
may slowly grow until the entire bulkhead fails.
