I had the same problem with mine - first problem is that I was
expecting it to return before I charged the system with hydraulic fluid.  It
got better (mostly) after I filled the system.

It still was a bit sluggis to center so I bent the return spring and bonded
a small square of phenolic on the support bracket under the spring to
increase the tension.  It seems to work pretty well now.

In my IVP the flap handle must be returned to the netural If you find a way to make it return automatically please advise!
