Hal,

The background on the mounting and availability of the EOS is one of survival.  It is designed to provide the required 10 minute supply of oxygen in case of cabin de-pressurization, so you don't have to do an "emergency decent" if the conditions are not conducive to safety.   So:
1.  Mount the bottle in the side wall by your left leg so it can be turned on without changing your seat position.  Under the seat doesn't do the job. But if trhere just isn't room due to all that "other" stuff,  Mountain High has remote controls available for panel mount or whatever.

2.  Possibly the best place for the outlets would be in the side consoule forward of the stick, where they are out of the way, easily acessable yet not pointed up like a trash collector.  One builder had a little recessed pocket built into the side panel that held the mask and outlet and covered with a simple cloth flap.

3.  The masks should, at a minimum, should be plugged in any time you are planning to operate above FL180.  In this case all you have to do in case of de-pressurization is to turn on the valve (1/4-1/2 turn) and slip the mask on while you are declaring an emergency and telling ATC that you have to decend immediately.  Time of Useful Consciousness (TUC) is the period of time from the interruption of the oxygen supply or exposure to an oxygen poor environment, to the time when useful function is lost.  You are no longer capable of taking proper corrective and protective action, but are still conscious.  It is not the time to total unconsciousness.  At higher altitudes, the TUC becomes very short.  Exercise or stress will redcuce these times.  Additionally a rapid decompression can reduce TUC by as much as 50%.  Mean TUC for resting individuals are:  FL180   20 to 30 minutes    FL250   3 to 5 Minutes
FL300   1.5 to 2 Minutes
