I am sorry about the previous posting.   When I was talking about
grounding the foil to the side of the antenna I left a very important
word out.   The sentence should  have read:

For vertical 1/4 wave antennas such as the transponder and DME
antennas, which mount onto the fuselage, you need a ground plane anyway,
so the foil actually helps, as long as it is grounded to the  SHIELD
side of the antenna, i.e., grounded to the antenna mounting hardware
