That clarification might indeed help builders.
My home airport for years restricted hanger occupants to “airworthy aircraft”.
This definition would have given us some support to change that to “aeronautical use”
and thus permit building.
Fortunately KDLZ now allows building on site but others still may find this useful.

As I understand it the only recent change is that the FAA issued a clarification that final assembly was to be considered an aeronautical use.
